I first ask questions to see what the problem could be. It might not be the homework. They could be having a hard time with friends, understanding lessons, etc. I would also email the teacher to see if they noticed anything going on at school that could help with this. If homework is the real problem, then we would figure out a better routine to get it done. Little breaks in between or a walk outside for some air usually helps.
